PURPOSE: A completely one-step permanent wave solution which does not need a neutralization treatment and reduces the discomfort caused by contact with the skin is provided. Therefore, the solution shortens working time, provides excellent gloss and elasticity to the hair, causes no damage to the scalp of a user and does not leave an unpleasant odor after having been operated. CONSTITUTION: A permanent wave solution comprises 1.0 to 5.5% by weight of a reducing agent, 0.1 to 9.5% by weight of an alkaline agent, 0.1 to 7.0% by weight of a catalyst, 1.0 to 15.0% by weight of alcohol and the balance of distilled water or ionized water. The solution has the alkalinity of 1.0 to 4.6% and a pH of 9.6 or less. The reducing agent is thiodiglycollic acid, thioacetic acid, thioglycerol and keratin hydrolysate and the alkaline agent is (mono, di, tri)ethanolamine, caustic soda, caustic potash, sodium carbonate and potassium carbonate.
