PURPOSE: Provided are an environment-friendly neutral reinforced fire extinguishing agent for general fires comprising a fire extinguishing material, an organic acid, a surfactant and water and a method for producing the same. CONSTITUTION: The fire extinguishing agent comprises 10 to 50 wt% of a fire extinguishing material, 3 to 15 wt% of an organic acid, 0.01 to 5 wt% of a surfactant and the balance of water. The fire extinguishing material is at least one selected from ammonium sulfate, urea, sodium phosphate, ammonium bicarbonate, sodium carbonate, ammonium phosphate and potassium sulfate. The organic acid is at least one selected from citric acid, malonic acid, gluconic acid, tannic acid, oxalic acid, adipic acid and salicylic acid. The surfactant is a water soluble surfactant selected from cationic surfactants, anionic surfactants and non-ionic surfactants.
