PROBLEM TO BE SOLVED: To automatically exit from a processing of reconfiguration of a network when the processing of reconfiguration of the network is not normally terminated and repeated. SOLUTION: This network reconfiguration controller 20A is provided with a reconfiguration means for performing a network reconfiguration processing and for newly configuring the network when a new node F is connected with the network 1, a completion detecting means for detecting whether or not network configuration is completed, a counting means 31 for grasping prescribed information regarding the network reconfiguration processing, a comparison means 32 for comparing the prescribed information with a prescribed standard when completion of network configuration is not detected and a new connection invalidating means 33 for regarding the node F as invalid based on a comparison result.
