PROBLEM TO BE SOLVED: To provide an image processing apparatus and method capable of obtaining a decoded image closer to an original image with a few data amounts.

SOLUTION: A reduced image generating section 111 compresses received image data to a size of 1/9. A correction section 112 corrects compressed data on the basis of a control signal from a control section 116. A motion estimate section 113 detects a motion vector from the correction data, and a local decode section 114 generates a prediction value calculation block on the basis of a motion vector from the correction data and on the basis of correction data of a current frame, a preceding frame or a succeeding frame. The local decode section 114 applies classification adaptive processing to a prediction coefficient of the prediction value calculation block to calculate the prediction value. An error calculation section 115 calculates a prediction error between the predicted value and the image data, and the control section 116 generates a control signal used to control the correction of the correction section 112 corresponding to the prediction error.
