PROBLEM TO BE SOLVED: To supply low voltage power to a low voltage load even in the event of a malfunction of a low voltage transistor for stepping down a high voltage. SOLUTION: At an open mode failure of a low voltage transistor 15, a sub- transistor 12 provided to a sub-power supply line D connected to a high voltage power supply line A is driven by duty control using a control element 21, thereby stepping down high voltage power which the high voltage power 1 generates and supplying the stepped-down voltage to the low voltage loads 6A and 6B.
