PROBLEM TO BE SOLVED: To provide an apparatus and method for system management wherein a variety of system configurations are flexibly adaptable with without complicating the constitution thereof, and required services are provided while maintaining reliability and efficiency. SOLUTION: The apparatus and method for system management comprises a storing means and a controlling means. With respect to the state of every resource that carries either of loads and functions of a communication system, devices which are actuated in linkage with the communication system, and services provided through any of these, and events and operations related to these events, the storing means implements or supports all or part of the operation of the communication system and the devices and the provision of the services, and holds previously defined behavior to be individually conducted by these resources. The controlling means individually monitors the states, produced events, and performed operations with respect to all the resources and implements the behavior defined in the storing means with respect to all or part of the states, events, and operations.
