PROBLEM TO BE SOLVED: To provide a scanning optical device whose reliability is high because the deviation of a scanning line is suppressed by stably sticking an optical part, and to provide its manufacturing method and an image forming apparatus. SOLUTION: A diffraction optical element 7 and an adhesive base 16 which is stuck and fixed with adhesive to an optical box 10 are provided with an adhesive layer 19a which is cured in a first period of time and positions the diffraction optical element 7 and the optical box 10; and an adhesive layer 19b which is cured in a second period of time longer than the first period of time and sticks and fixes the positioned diffraction optical element 7 and the optical box 10.
