PROBLEM TO BE SOLVED: To provide a phase change type actuator thermally changing a substance contained in a closed chamber to change its phase and utilizing a volume change caused by the phase change for actuating force, in which a heat source for heating the contained substance and a means for cooling the substance are incorporated to produce bi-directional actuating force. SOLUTION: The actuator comprises a cylinder and a piston. The substance undergoing phase change and volume change is contained in the cylinder, and the heat source for heating and an active cooling element are arranged on the outside of the cylinder. The contained substance is heated by the heat source to cubically expand and is cooled by the active cooling element to contract, and the volume changes are utilized for moving the piston to produce actuating force.
