PROBLEM TO BE SOLVED: To provide a recording and reproducing device that has excellent data durability to vibrations, etc., and cost performance by efficiently constructing a memory for storing data for recording and reproduction processing.

SOLUTION: A memory for compression and expansion processing and a buffer memory for recording and reproduction are assigned into the same memory chip. When recording/reproduction is impossible due to vibrations, etc., switching is made so as to maximize the capacity of the buffer memory for recording and reproduction. Meanwhile, the capacity of the memory for compression and expansion is switched according to required image quality.
