PROBLEM TO BE SOLVED: To fast retrieve a policy table without increasing memory capacity.

SOLUTION: Trees corresponding to a plurality of pieces of field information included in the header information of a packet are provided respectively. The information length of the field information to be an object to be compared with the header information stored in a node is set longer, as an advance is made from the start point of a tree toward its end point.
