PROBLEM TO BE SOLVED: To securely weld a safety valve for discharging the inside gas upon increase in the inner pressure of a secondary battery. SOLUTION: In a container for housing a plurality of piled electrode plates and the electrolyte, in which the electrode plates are immersed, an annular projection part 10 projecting in the thickness direction is provided in the periphery of a through hole 106 provided in the container, and a plate valve element 102 for covering the through hole 106 is provided to be overlapped with the projection part 10. A weld 11 is provided between the periphery of the through hole 10 and the periphery of the valve element 102, and the valve element 102 and the projection part 10 are sufficiently melted into each other to secure the thickness of the weld 11.
