PROBLEM TO BE SOLVED: To provide an operation system capable of flexibly and quickly constructing the VP of a RAN section in a communication network as a first purpose. SOLUTION: In the operation system, when an order indicating the instruction of path opening generated in a design system designing a path to be a communication route between two nodes of the communication network is received in a network management system, the network management system opens the path according to the contents of the order. The design system is provided with an order transmission means for each network construction form for transmitting the generated order to the network management system corresponding to the construction form of the communication network. The network management system is provided with an order execution means for performing the execution processing of the order by a processing method corresponding to the order transmitted corresponding to the construction form of the communication network.
