PROBLEM TO BE SOLVED: To provide a floor heating device which is rather easily installed in a short period by eliminating carpentry. SOLUTION: This floor heating device comprises radiating panel bodies 2 and 4 having radiating tubes and dummy panel bodies 8 and 10. These panel bodies 2 to 10 are installed on a floor surface. The radiating panel bodies 2 and 4 are formed in an integrated structure, and the dummy panel bodies 8 and 10 are formed in a separated structure. Since the radiating panel bodies 2 and 4 are formed in the integral structure, an installation operation can be facilitated. Since the dummy panel bodies 8 and 10 are formed in the separated structure, the radiating panel bodies 2 and 4 are installed therearound after they are installed on the floor surface, the operation can be performed simultaneously by multiple workers, and the carpentry is eliminated.
