<P>PROBLEM TO BE SOLVED: To scatter light to be used for displaying with a simple construction. <P>SOLUTION: A color filter 23 is disposed on a substrate and passes through light with a wavelength corresponding to a specified color and has a surface comprising a roughened surface 231 having projecting parts 232 and recessing parts 233.
