The bin, for use especially in a public place for depositing trash or materials for recycling, consists of a fixed outer container (1) with an inlet (2) at the top and a front opening (3), a movable inner container (4) that can pivot about vertical (13) or horizontal axes, also having a top inlet and front opening (5), a lock (10) that holds the two containers in open or closed positions, and a support (6) on the inner container for a rigid or supple liner (8). The two containers have at least one transparent window (20, 21) each to allow the bin's contents to be seen from outside, and the inner liner has a curved handle (9) for lifting it.
