PROBLEM TO BE SOLVED: To provide a fluorescent lamp device and a luminaire capable of more miniaturizing the whole of the fluorescent lamp.

SOLUTION: An inductor 17a for resonance is disposed almost at the center of a circuit board 16, and since a lead wire 17c bypasses the inductor 17a for resonance and an electrolytic smoothing capacitor 17b is disposed in the upper part of the inductor 17a for resonance, a circuit component 17 is disposed in a compact manner, and the height of the whole of the fluorescent lamp device 1 can be lowered.
