PROBLEM TO BE SOLVED: To provide a user authentication system capable of performing the authentication in high safety. SOLUTION: The user authentication system 10 comprises a authentication request receiving part 101 for receiving an ID key and an access number generated on the basis of an authentication terminal ID, a user unique key and a random number, and transmitted from an authentication terminal 30, a user inquiring part 102 for inquiring the ID key and the access number stored in an authentication information storing part 109, an authentication transmitting part 103 for transmitting a generation time information stored in relation to the ID key and the access number when the combination of the agreed ID key and access number exists, a use confirmation receiving part 104 for receiving the use confirmation key generated on the basis of the ID key and the generation time information from the authentication terminal 30, and a use confirmation collating part 105 for collating the received use confirmation key and the corresponding use confirmation key stored in the authentication information storing part 109.
