PROBLEM TO BE SOLVED: To provide a machine capable of speedily and safely performing installation work of a rubber cone on an expressway to aim at a turning over rate of zero by keeping an installation interval accurately and a turning over rate of zero in recovery work. SOLUTION: If the rubber cone is dropped on a road surface during running when it is installed, it has the characteristic that it turns over forward in the direction of advance due to inertia of running. The turning over is prevented by pressing two directions of a bottom part angle projecting part of the rubber cone by a guide bar 13 connected with a swing bar 7. Moreover, when recovering it, the guide bar 13 is used as a guide of the rubber cone and is clamped by a clamp 30 having a pick-up function immediately when it is stored in the guide.
