PROBLEM TO BE SOLVED: To allocate a globally optimized wavelength to an optical path by using minimum resources at high speed in response to an optical path setting request.

SOLUTION: A virtual optical path to which the globally optimized wavelength is allocated by using the minimum resources is set in advance, calculation is not performed when actually connecting an optical path and the wavelength is selected on the basis of the light wavelength allocated to the virtual optical path in advance. Or, the optical path in which the globally optimized wavelength is allocated to its relay section by using the minimum resources is set in advance and the optical path is established by connecting a router and an optical network.
