The reinforcement is produced by filling a press forming tool with steel wire scrap material (5). This is turned into a stable block by applying electrical current sufficient for contacting wires to weld together. The base and top (1,2) of the form are of steel coupled to a power supply (4) and are electrically isolated from each other.
