Operational characteristics of a transmission system amplifier are controlled from a maximum transmission power value required at the transmitting position of a mobile station 100 and power consumption of the transmission system amplifier is suppressed thus increasing the communication time. A base station 900 monitors the transmitting position and the receiving quality of the mobile station 100 and determines a maximum transmission power required at the transmitting position by statistic processing or prediction. Based on the required maximum transmission power, the mobile station 100 controls the operational characteristics of the amplifier such that the required maximum transmission power can be delivered.
