Version information for a program currently stored in a mobile communication terminal is stored in a database of a download controller, associated with a telephone number of the mobile communication terminal. When a new version of the program is input from an input unit, the download controller transmits the input program to the mobile communication terminal according to the telephone number via a mobile base station and an exchange station. When the mobile communication terminal receives the input program, the stored program is updated with the input program.
