PROBLEM TO BE SOLVED: To obtain a cement dispersing agent which has excellent initial dispersibility, and has excellent fluidity maintainability of cement as well by using a polymer having a suitable molecular weight distribution, to provide a production method therefor, and to obtain a cement composition obtained by using the same. SOLUTION: The cement dispersing agent essentially consists of a water soluble polymer (P), and in which the area ratio (the value obtained by subtracting the area ratio B in the part on the low molecular weight side from the area ratio A in the part on the high molecular weight side (A-B)) lies within the range of 13 to 60%.
