PROBLEM TO BE SOLVED: To provide a simple oscillation preventing device and method capable of preventing separation and oscillation of a moored ship. SOLUTION: Floats 6 are respectively connected by wires 8 to winches 10 provided on a quay in a bow side and a stern side of the ship 1 moored to the quay 3, and the floats are mutually connected by wires 9. In such manner, the floats 6 are abutted on a side of the ship 1 in a side opposite to the quay 3, wires 8 are wound by winches 10, and the ship 1 is drawn closer to the quay 3 and moored. By this, the separation and oscillation of the ship 1 due to a backwash can be prevented. An oscillation preventing device provided with an air bag 11 inflated and deflated by injection and discharge of gas on a sea floor 13 of a mooring position of the quay 3 is provided also.
