PROBLEM TO BE SOLVED: To provide an unloader capable of effectively suppressing scattering of dust and having excellent environment characteristics and a dust collecting method for bulk in the unloader. SOLUTION: This unloader 1 stores coal, lime, silica sand, wheat and other bulk into a hopper 10 and discharges them. A blow-off port 23 for blowing air, inactive gas and other gas is installed in the hopper 10 of the unloader 1. By blowing gas from the blow-off port 23, an air flow is formed to interrupt a passage of dust of bulk scattering form the inside to the outside of the hopper 10.
