PROBLEM TO BE SOLVED: To provide a sheet to be stuck on the skin, usable as a drug, an unregulated drug or the like by being stuck on the prescribed site of the skin, making the absorption of an active ingredient good, having excellent transcutaneous absorption effects as a drug or the like, and hardly reducing the adhesive force of a base material. SOLUTION: This sheet to be stuck on the skin is obtained by sealing an impregnated material 2 impregnated with a liquid with a packaging material 3 comprising an upper sheet 4 and a lower sheet 5. The package material 3 having the sealed impregnated material 2 is formed on a base material 1. At least the skin-contacting surface side of the impregnated material 2 is covered with a release-regulating film 8 capable of gradually releasing the liquid included in the impregnated material 1.
