PROBLEM TO BE SOLVED: To provide a structure wherein both an outer tube and an inner tube are cooled by a comparatively simple method in an ozone generator by using a silent discharge method and having a double tube structure. SOLUTION: In the comparatively simple method, the outside of a discharge tube having the double tube structure in the ozone generator of the silent discharge method is covered with a solid dielectric tube, a part between the discharge tube and the solid dielectric tube is sealed with an electrolyte solution or water and the internal part of the inner tube of the discharge tube is cooled by using an electrolyte solution, water or air. Especially for dispensing with supply of cooling water from an external part, a structure is adopted, wherein a storage vessel for storing the electrolyte solution or water is provided separately from the discharge tube and the solid dielectric tube, and the electrolyte solution or water is circulated to the electrolyte solution or water in the internal part of the discharge tube by a natural convection current.
