PROBLEM TO BE SOLVED: To provide a superior accumulating efficiency of removed packaging materials and make an inverse flow of the packaging materials even if a storing box for the packaging materials is full of packaging materials to prevent the packaging materials from being accumulated. SOLUTION: This invention is comprised of a separating unit 4 for removing a film F from a packaged item H having paper sheet bundles packaged by the film F; a compression and transferring apparatus 6 for compressing the film F removed by this separating unit 4 and transferring the film F; and a storing container 7 for storing the film F transferred by the compression and transferring apparatus 6.
