<P>PROBLEM TO BE SOLVED: To develop a safe glutamic acid decarboxylase-activating agent derived from a plant component, and to provide a cosmetic composition promoting the in-vivo production of α-aminobutyric acid and hyaluronic acid, and having excellent beauty effects such as effects of ameliorating rough skin, growing the hair, preventing the skin from aging, and promoting skin turnover, and a food composition intending beauty and health, keeping the amounts of neutral lipid and cholesterol at a normal value, and useful for prevention of overweight and arteriosclerosis. <P>SOLUTION: This glutamic acid decarboxylase-activating agent contains one or more kinds of extract of plants,selected from Aloe arborescens Mill. var. nat, aloe vera, Cassia tora L., Cassia obstusifolia L., almond, laurel, anise, saffron, ginger, Cuminum cyminum and cayenne pepper as active ingredients.
