PROBLEM TO BE SOLVED: To eliminate occurrence of any troubles such as stepped burrs when cutting a ring of the predetermined width out of a wide ring-shaped stock. SOLUTION: Tension is given to the ring-shaped stock W from the inner side thereof by a ring-shaped elastic body 4 adjacent to a cutting blade 3 on a drive roll 1 side, and the ring-shaped stock is restricted in a circular shape and clamped. A rotary blade 2 is lowered while the ring-shaped stock is rotated together with the drive roll 1, and the ring-shaped stock is cut into a ring R while the ring-shaped stock W makes at least one turn by the shearing effect based on the engagement of the cutting blade 3 with the rotary blade 2.
