PROBLEM TO BE SOLVED: To provide a control device, a control method and a control program for a vehicle for setting a speed change speed corresponding to a degree of a speed-reduction intention of a driver and operating an engine brake corresponding to an expectation of the driver during controlling of a road information speed-change control means. SOLUTION: A brake stepping force detection means detects a brake stepping force as a degree of a speed reduction intention of the driver and a speed-change speed setting means sets a speed-change speed V of the revolution number of an input shaft controlled by the road information speed-change control means based on the detection result. For example, the excessive target revolution number NSM of the input shaft set by the brake stepping force FBKM is raised at a larger slope than that of the excessive target revolution number NSO of the input shaft before setting even during controlling of the road information speed-change control means and approximately arrives at the final target revolution number NF of the input shaft more quickly than the excessive target revolution number NSO of the input shaft before setting.
