PROBLEM TO BE SOLVED: To provide a high withstand voltage capacitor, to restrain lifting of ESR. SOLUTION: To prepare a winded capacitance element via a separator 5 a pre-etched aluminum anode foil 1 and an facing aluminum cathode foil 6. On a dielectric film 2 of the anode foil 1 surface, (a) after forming a conductive high polymer, it is brought into contact with and heat-processes oxidizer or dioxidizer solution, or polarizes the cathode in electrolytic solution, reduces the electrical conductance, and controls to 10<SP>-2</SP>-10<SP>-10</SP>S/cm lower than that of the electric conductance of the electrolytic solution for driving, (b) it directly forms a de-doped conductive high polymer film or an ion conductive high polymer film, controlled in advance to electric conductance of 10<SP>-2</SP>-10<SP>-10</SP>S/cm, then puts it with a driving electrolyte solution 4 in an aluminum case, subjects it to aging after sealing, and completes a capacitor.
