PROBLEM TO BE SOLVED: To provide a device capable of efficient accumulation and transmission of data, by reducing the data quantity of position information showing a vector shape on a digital map or a running locus. SOLUTION: A coding/decoding device for coding/decoding map data or the running locus is provided with a coding means 23 for expressing the positions of points by a parameter having a statistical deviation in order to specify a shape expressed by an array of the points, and executing variable- length coding of the value of the parameter, a code list creation means 12 for creating a code list used for the variable-length coding, and a decoding means 33 for decoding the data coded by the coding means by using the code list, and thereby reproducing the positions of the points. Hereby, the data quantity of the map data or running locus data can be reduced, and efficiency of data accumulation can be improved, and a data transmission time can be shortened.
