PROBLEM TO BE SOLVED: To prevent abnormal light emission by a method wherein a spot killer circuit is used, operation of the spot killer circuit in the case of power source ON is stopped by using a DC voltage of 'HI' when the power source is turned on, and a lighting phenomenon in the case of power source OFF in a state that an AC code is extracted is prevented. SOLUTION: Generation of vertical one line, horizontal one line and the lighting phenomenon of a screen is prevented which are to be generated when a power source is turned off. The power source is turned off by using power sources 5, 6 which are used for preventing the lighting phenomenon by using fall time characteristic of two power source lines when the power source is turned off, and using a mechanical switch which becomes a main power source of a transistor 23, a diode 22, resistors 24, 25a, 25b and a TV set.
