PROBLEM TO BE SOLVED: To transmit/receive control information such as prescribed controlled variables, operating methods, various commands, event notice information and the controlled variables of a process control process as digital information between controllers. SOLUTION: A PID arithmetic part 415 inputs a value obtained by subtracting a set value stored in a set value memory 413 from the measured value (temperature) of an object 42 to be measured, and outputs controlled variable information for controlling the object to be controlled by proportional + integral + derivative actions. A time proportion outputting part 416 converts the controlled variable information into an ON-OFF signal (that is, a signal for ON-OFF operating, the switch of a heater 422 included in the object 42 to be controlled corresponding to the controlled variables), and transmits it to a heater 422, and transmits the same signal to an output selecting part 418.
