PROBLEM TO BE SOLVED: To provide a system capable of enhancing discrimination accuracy and concentration power and surety of coping behavior by avoiding mental fatigue caused conventionally by distribution of concentration power. SOLUTION: This invention provides a monitoring camera to a site to be supervised as the solving means and interconnects the camera to a supervisory center and mobile patrol people via the Internet at a low transmission cost. Usually a monitor displays no image and executes no information recording. On the occurrence of a moving picture within a visual field of the monitoring camera, the supervisory camera detects the presence and transmits sound at a site in real time. The monitoring center and the patrol people display an image on a monitor only when receiving the image, intercept sound at the site at the same time so as to build up the system where information collection functions are activated.
