PROBLEM TO BE SOLVED: To provide a bar code making device capable of making a bar code having an external appearance according to an intention of a maker.

SOLUTION: This bar code making device has information input means 405 and 406 for inputting recording information, has a control parameter input means 407 for inputting a control parameter for setting the external appearance of the making bar code, has an operation information making means 409 for making operation information for expressing a method for converting information inputted by the information input means 405 and 406 into the bar code of setting the external appearance according to the control parameter, and has a bar code forming means 402 for forming the bar code of setting the external appearance including the operation information according to the operation information.
