PROBLEM TO BE SOLVED: To make use of low-cost, general-purpose electronic components and detect overcharging and insufficient charging of a valve-regulated lead acid battery with accuracy. SOLUTION: A threshold timeτ<SB>2</SB>and a threshold timeτ<SB>1</SB>are set as margins, respectively before and after time t<SB>3</SB>, when charging to a usage-based charging amount is completed. If the time for peaking falls within the margins, a first charging is decided as being appropriate. If the time for peaking is before the time when charging to the usage-based charging amount is completed beyond the corresponding margin, the first charging is decided as being overcharging. If the time for peaking is after the time when charging to the usage-based charging amount is completed beyond the corresponding margin, the first charging is decided as being insufficient charging.
