PROBLEM TO BE SOLVED: To provide a safety confirmation system capable of efficiently confirming safety of a victim.

SOLUTION: This safety confirmation system is provided with a safety information receiving part 101 for receiving safety information of the victim transmitted from a victim terminal unit 20 used by the victim and storing the safety information in a safety information storage part 110, a storage discrimination part 102 for discriminating whether safety information per victim is stored in the safety information storage part 110 or not, and a demand transmission part 103 for transmitting demand information for urging the registration of safety information for the victim terminal unit 20 in which safety information is not stored in the safety information storage part 110 and which is used by the victim.
