PROBLEM TO BE SOLVED: To provide a technology for improving a one's own company commodity occupancy rate in a market by properly promoting sales for respective customer layers on the basis of this information by classifying users of automatic vending machines into several customer layers.

SOLUTION: A customer layer discriminating part 1532 acquires information on a user 200-belonging customer layer from a customer layer discriminating database 1503. The direct mail contents suitable for the users 200 are selected by a DM selecting part 1535 on the basis of this information. This direct mail is distributed to a user terminal 1545 via a DM distributing part 1537.
