PROBLEM TO BE SOLVED: To limit a distribution mate by specifying a circulating route such as the distribution mate and a distributor of the contents.

SOLUTION: When distributing the contents, a determining means 12 of a contents distribution control part 10 determines whether or not to permit the distribution of the contents to the distribution mate 40, issues distribution approval information including information on contents ID, ID of the distributor 30, and ID of the distribution mate 40, distributes the distribution approval information to the distribution mate 40 together with the contents, verifies justice of the distribution approval information by transmitting this information to the content distribution control part 10 via a contents key control part 20, and transmits a content key distribution approval signal to the contents key control part 20 when the information is justifiable. The contents key control part 20 receiving this signal transmits a contents key controlled by a contents key control means 22 to the distribution mate 40.
