PROBLEM TO BE SOLVED: To achieve a long service life of a battery by controlling the discharging rate of a batter consisting of set cells. SOLUTION: An electric cell, fallen into deep discharged state during discharging of a battery is detected in a step S1. If a single cell, fallen into deep discharged state is detected, updating to decrease the discharging rate is performed in principle by a step S9. However, if the overcharging is for the first charging and the second charging, according to the charging rate on used percentage of its capacity, the recovery of the battery is achieved by performing the third charging, which is charged with rated capacity, without depending on the charging rate on the used percentage of its capacity.
