PROBLEM TO BE SOLVED: To remove the vertical stripe disturbance components of a PAL, and to suppress the attenuation of the high pass components of a picture to a minimum. SOLUTION: A switching circuit 20 selects and switches an output luminance signal YD of a delay circuit 19 and an output luminance signal YL of a low pass filter circuit 18 according to the output signal of a comparator circuit 13, and outputs it from an output terminal 8. A potential generating circuit 12 generates a potential E1 for discriminating the bright picture part from the dark picture part, and supplies it to the comparator circuit 13 simultaneously with the luminance signal YD from the delay circuit 19. The comparator circuit 13 compares the luminance signal YD with the potential E1, and controls the switching circuit 20 so that the output signal YD of the delay circuit 19 can be selected when the luminance signal YD is more than the potential E1, and so that the output signal YB of the low pass filter circuit 18 can be selected when the luminance signal YD is less than the potential E1.
