PROBLEM TO BE SOLVED: To provide a fluid pressure cylinder and a clamp device which fixes a piston rod at a specified position and adds spring force to the piston rod at a fixed position. SOLUTION: A piston 25 to partition a fluid chamber for advancement 26a and a fluid chamber for retreat 26b is built in the inside of a cylinder main body 23, and a sleeve for locking 42 to regulate a stroke of the piston rod 18 in the advancing direction against the piston 25 is fixed on the piston 25. An engagement groove 52 having a play stroke is formed on the sleeve 42 for locking, a lock member 51 is engaged with this engagement groove 52, and when the piston 25 moves to an advancing limit position, movement of the piston 25 of more than the play stroke is regulated by the lock member 51. The spring force in the advancing direction is added to the piston rod 18 by a spring member 44 even when fluid is discharged into the fluid chamber for advancement 26a in a state where the lock member 51 is engaged with the engagement groove 52.
