PROBLEM TO BE SOLVED: To improve startability of an internal combustion engine even when it is placed in a low startability environment by avoiding unnecessary control of valve timing. SOLUTION: This valve timing control device of an internal combustion engine is constituted such that the valve timing is locked to a predetermined position advanced to a lag position at the time of stopping the internal combustion engine. This device comprises a startability estimation means (step S1) for estimating whether an environment when the internal combustion engine is restarted after it is stopped is a low startability environment with low startability, and a lock means (step S2) locking the valve timing to the predetermined position when the startability estimation means (step S1) estimates that the environment at the time of restarting becomes a difficult-to-start environment.
