PROBLEM TO BE SOLVED: To provide a recording apparatus for recording information to properly select sub pictures at reproduction and to provide a recording apparatus for providing an information recording medium recording the information and a reproducing apparatus capable of selecting the recorded information and reproducing the information full of variety. SOLUTION: When the recording apparatus outputs compressed multiplex information comprising video data and sub picture data to a DVD for recording attached information and the compressed multiplex information, the apparatus includes forced picture output command to the sub picture data for being forcibly displayed. When the reproducing apparatus detects forcible display of the sub picture at reproduction (step S1), the reproducing apparatus displays a sub video image in a language in the case that the language of the sub video image to be displayed is set in advance (step S3), the reproducing apparatus displays a sub video image corresponding to a language of voice in the case that the language of voice to be outputted is set in advance (step S6), or the reproducing apparatus displays a sub video image in a language in the case that the language to be reproduced and displayed is set in advance specifically to the reproducing apparatus (step S9).
