PROBLEM TO BE SOLVED: To easily form a mesh point image of high gradation and high quality wherein periodical density irregularity is made low visibility. SOLUTION: A mesh point threshold value pattern wherein arrangement of mesh point threshold value data is a dot concentration type is formed (step S1). Arrangement of the mesh point threshold value data between a plurality of the mesh point threshold value patterns is determined, and a submulti-mesh- point threshold value pattern is formed (step S2, S3). Arrangement of the mesh point threshold value data between a plurality of the submulti-mesh-point threshold value patterns is determined as a dot dispersion type, and a multi-mesh-point threshold value pattern is formed (step S4, S5).
