PURPOSE: A method for encoding and decoding a moving picture is provided to prevent the accumulation of errors by offsetting generated rounding. CONSTITUTION: Predictive images are synthesized using motion compensation. Information about differential images of the predictive images and input images and information about motion vectors obtained by the motion compensation are multiplexed. The predictive images are synthesized by the motion compensation using a plus rounding, and are synthesized by the motion compensation using a minus rounding.
