PROBLEM TO BE SOLVED: To precisely judge the failure of a correction means or a driving means without providing a new detection mechanism. SOLUTION: This vibration proof controller has a correction means for correcting moving of an image formed by a photographic optical system, a driving means for driving the correcting means, driving quantity arithmetic means (#6 and #11) for calculating the driving quantity of the driving means for moving the image by a prescribed quantity on an image forming surface independently from the correcting time of moving of the image caused by the vibration of a photographic apparatus, moving quantity arithmetic means (#8 and #13) which is arranged on the image forming surface and calculates the moving quantity of the image on the image forming surface from the detecting result of a photodetecting means for detecting the image, an failure judging means (#18, #20 and #21) which drives the driving means based on the driving quantity calculated by the driving quantity arithmetic means and judges whether the correcting means or the driving means properly functions from a relation between the actual moving quantity calculated by the moving quantity arithmetic means in this case and the prescribed quantity.
