PROBLEM TO BE SOLVED: To ensure fairness of aligning bands to respective subscribers so that a physical link is not occupied by the subscriber having a large traffic volume. SOLUTION: The method for repeating the packet comprises the steps of forming queues corresponding to respective LANs according to the number of logically multiplexed VLANs, distributing data of the packet to the queues of the VLANs in which receiving packets belongs based on the VLAN ID of the received packet and a destination IP address, and then sending the data of the packets distributed to the plurality of the queues from the queues in a predetermined order.
